TLC Cyclist Awareness Decal Rule: What Drivers Must Know

To help make New York City streets safer, the Taxi and Limousine Commission (TLC) requires all TLC‑licensed vehicles to display cyclist awareness decals. The requirement became mandatory on October 25, 2025. All taxicabs, for‑hire vehicles (FHVs) and street‑hail liveries must have the decals installed by this date.

Why these decals matter

The decals support New York City’s Vision Zero strategy — an effort to eliminate traffic deaths and serious injuries. They are designed to reduce dooring incidents by reminding passengers to check for cyclists before opening a rear door.

What drivers must do

  • Mandatory installation: All TLC‑licensed taxis, FHVs and street‑hail liveries must display the decals.
  • Placement: The decal must be placed on the inside of both rear passenger doors.
  • Free decals: The decals are provided at no cost by the TLC.
  • Distribution point: TLC has been distributing free “LOOK for Cyclists” stickers at its Woodside Safety and Emissions Facility and other TLC locations during business hours.
  • 10‑day cure period: If a vehicle is missing a decal, a notice will allow 10 days to correct the issue before fines apply.
  • Fines: $50 if pleaded guilty before a hearing; $75 if found guilty after a hearing (per the adopted rule).

Shared responsibility

Although the decals are required for TLC‑licensed vehicles, the message is for everyone who uses the street:

  • Passengers: Check for cyclists before opening doors.
  • Drivers: Encourage passengers to exit safely and keep decals visible.
  • Cyclists: Ride predictably and watch for vehicle doors.

Missed the deadline?

If you are a TLC licensee and have not yet obtained or installed the decals, secure and install them immediately. The requirement is in effect and enforceable.
